Finance Council Formation

February 6, 2007

Purpose 

The USF Finance Council (Council) provides financial oversight in support of University governance.  The Council provides advice and counsel to the University Board of Trustees (BOT), BOT Finance and Audit Workgroup, President, and members of the President’s Cabinet through the EVP and Chief Financial Officer (CFO).  The Council ensures university-wide consistency and efficiency in decision-making, strategic planning and oversight on financial matters and initiatives.

 

Membership

Members of the Council are appointed by the University’s EVP/CFO and represent all major areas reporting to the President and several of the University’s major support entities, e.g., Direct Support Organizations (DSOs) and Component Units (CUs).  The University Treasurer serves as Chair of the Council.

 

Charge 

The Council recommends university fiscal policies, procedures and processes to provide appropriate stewardship of the University’s cash resources and liabilities, including the management of invested assets and bonds and other borrowings.  The Council makes its recommendations to the EVP/CFO through the University Treasurer. 

The Council’s recommendations are based on principles of effective treasury management, including maximizing risk-adjusted returns on investments and minimizing the cost of capital.

The Council has the following overarching responsibilities:

  • Monthly, quarterly and annual review of financial reports and other information

  • Review of annual DSO/CU budget requests

  • Review of annual independent financial audits

  • Development, recommendation and implementation of proposed financial policies, procedures and processes

  • Review of investment portfolio performance

  • Review of proposals for debt financing

  • Review of internal loan requests

Council members have a shared responsibility to assure the University’s treasury management policies and procedures are appropriately implemented.

Meetings    Meetings are scheduled biweekly with additional workgroup sessions held as needed.
